Resolved: Where do I even begin...
Dylan E mentioned many things that I vehemently agree with! I wouldn't recommend Willows on France to my worst enemy, or for that matter rent with any Equimax controlled property. I have too many things I could say so I am going to try to sum it up with a few main points: -Bugs: spiders, roaches, and ants, OH MY! -Disrespectful and inconsiderate tenants/"neighbors" *3 Amazon packages stollen within a week from inside secured entrance totaling $80+ *blaring music *throw food and garbage in the hall and outside *smoking on entrance's steps -Mess/Gross: apartment was filthy when I moved in, protruding nails in walls were painted over instead of removed, splashed paint on new cabinets and floors, brown stained bathtub and tile, inside halls and outside areas are littered with garbage thrown on the ground by tenants from their cars, poorly maintained (filthy) laundry room, cigarette butt containers are regularly dumped onto the ground directly in front of the entrances. Management: highly unprofessional, horrible at enforcing community guidelines, bad at getting the super angled parking lots plowed so peoples' cars get stuck and spots are made unusable. 0/10 would never recommend

Average Place to Live
I have lived at this place for 3 years. It's not great but it's not horrible either. My only huge complaint about this property is that the management company does not put take pride in the property and does not invest money into the property to give it more curb appeal or to fix major issues such as the parking lots which are in disrepair. For the past 3 springs the parking lot has been flooded and nothing has ever been done to resolve the issue. The parking lot is always crumbling and is very uneven. I don't have guests over since I am embarrassed of how ghetto this property. Am hoping to get out this year! Also, the property doesn't accept deliveries at the office so good luck at being able to get any of your packages delivered to your home as Fed Ex and UPS comes during the day when you are at work.

Reasonable Renter, Absurd Experience.. Renter Beware
Renters beware... I've never written an online review of anything, but after this experience I have to give prospective renters a heads up. Sorry this lengthy, but had to share this absurd experience. Thank God I'll never live at Willows on France again, and thank God I don't have to deal with Equimax Real Estate again: My wife and I lived there March 2016-July 2016 as a cheap place to rent between selling and buying a house. We are the farthest from picky or high maintenance so it feels weird even writing this, but here goes. All this happened in 4 months... -Move-in day: Both sinks and bathtub clogged, spider webs between the bathroom vanity and the tub, dirty oven, lightswitch covers missing which left wiring exposed, some lights not working. We had low expectations though, it's a cheap place to rent, big deal right? -3 different rains lead to water pouring into our apartment. Not just a few drops in the windowsills, water actually streaming down the walls and 5-6 sq. ft. puddles growing on the bedroom and living room floors. We didn't make a stink about it, we were going to be out of there shortly.. -Our dog got attacked by a 50lb unregistered dog off its leash. After hundreds of dollars in emergency vet bills to get staples, shots, treatment, etc. for the wound, management tried but failed to find the resident responsible for the dog being on the property (whether it was a resident's dog, or guest of a resident's dog, I don't know). We considered asking Willows to reimburse us for the bills.. if Willows was allowing unregistered dogs to live on their property and can't find the resident responsible, then they should be held accountable, right? Believe it or not we let Willows off the hook. -A handful of times, there was what looked to be a homeless, shoeless woman on drugs digging through the dumpsters. We also heard there were numerous incidents with police entering the complex to escort a crack/heroin addict out, but the apartment couldn't keep the guy away from his girlfriend's apartment at Willows. *** can be smelled on a regular basis in the apartment. Hallways smell like rotten food in general, but none of this is the reason for the review. -Despite all of the above, I wouldn't have written this. The final straw was that they had the nerve to withhold money from our security deposit because the 'oven was dirty'.. Surely this was a mistake. We cleaned every inch of that apartment thoroughly, including the oven, top of ceiling fan blades, you name it... the oven was dirty when we moved in, but not when we moved out! I called management at Willows and got zero help.."that's our policy, but Equimax Real Estate decides that stuff, call them".. I called Equimax and they said "that's our policy, you signed documents agreeing to our terms, I didn't personally inspect your place but 'they' said the oven was dirty". I asked for pictures of the supposedly dirty oven and they didn't have any. I said of course I signed documents for the lease agreement.. but when you also adhere to the agreement, you don't get to take our money. Turns out they couldn't provide me with some signed document that reads: "If I move into a dirty and barely functioning apartment, deal with a gross living environment, clean it up thoroughly for you and leave it as a clean living space.. then feel free to keep money security deposit for a BS 'dirty oven' charge!" They didn't care. What a scam. There are better and safer places to rent cheap. At least there won't be hidden charges like this.

MOLD, NASTY, BIRD ***, DISGUESTING!!!
DONT EVER RENT HERE!!! THIS PLACE IS A MESS! FORST OFF THE HALLWAYS ALWAYS SMELL, SECOND OF WHEN YOU GET OFF WORK OR WHEREVER YOUR COMING FROM YOU HAVE TO BE GREETED WITH A BUNCH OF BIRD SHI ON YOUR PORCH!!! NOBODY CLEANS IT UP IVE BEEN LOOKING AT THIS *** FOR 4 WEEKS NOW!! IVE LEFT SEVERAL VOICEMAILS AND STILL NO CALL BACK AND NOBODY DOES ANYTING ABOUT IT. MOVED INTO THE APARTMENT THOUGHT IT WAS A OK APARTMENT BUT NOOOOOOO THE BATHROOMS ARE SO TINY AND NASTY FIRST OFF THE TUB IS ALWASY PLUGGED UP SECOND OFF THERE IS MOLD EVERY WHERE!!!! MOLD MOLD MOLD THEY DECIDED IT WOULD BE A GOOD THING TO PAINT OVER IT AND PUT PLASTER ON IT SO THEY GET PEOPLE TO MOVE IN BUT ONCE YOU START TAKING SHOWERS IN YOUR APARTMENT THE MOLD STARTS SHOWING CALLED HER TO FIX THIS PROBLEM THEY CAME OUT A WEEK LATER AND INSTEAD OF FIXING THE PROBLEM THEY PAINTED OVER IT SOME MORE !!! WHAT KIND OF PERSON WOULD DO SOMETHING LIKE THIS?? THEN WE HAVE ROACHES!! I HAVENT SEEN A ROACH SINCE I WAS IN CHICAGO AND THAT WAS 18 YEARS AGO!! THERE IS MOLD ALL OVER THE BATHROOM AND ALL OVER OUR AIR CONDITIONER NOT TO MENTION THERE IS A LEAK IN OUR CEILING THAT THEY DID NOTHING TO FIX. NEVER MOVE HERE WE ARE TRYING NOW TO GET OUT OF THIS LEASE AND AWAY FROM THESE PEOPLE!

Don't Rent @ Willows on France; Management (Jessi Joshi) is horrible
Save your time and money and don't rent through Willows on France. There was always an over flow of trash near the dumpster and in the yards. I know this is mostly tenant related. But a lot of the neighbors are disrespectful when it comes to cleanliness. There are always TVs, chairs, and beds out on the outside of the dumpster that don't get taken care of for weeks. I've hauled in a couple of these furniture pieces just so I don't have to stare at them anymore, but it's not my job. Parking is a nightmare, especially in the winter because they don't plow the lot adequately enough and therefore five or so parking spots per section disappear. J e s s i Joshi(the manager) puts up little notices about strict parking laws with guests and then doesn't enforce any of them on behalf of the normal tenants who end up getting screwed out of a spot. The lights are always burned out near the back entrance to the apartment, and then inside so it was a little nerve wracking getting home at night. There have never been any incidences (at least to my knowledge when I occupied the place) so that set my mind at ease. Maintenance is horrible. You put in a request, it never gets done. When I moved in there was a busted window, didn't get fixed for two months, so going through Minnesota pre-winter was fun. Our AC went out the following summer and wasn't fixed properly even by the time we moved out. When they did stop by to inspect it, they left all their trash and a weird oily grate on top of my clean clothes. Even the elevator in our building was out for 9 months. And the routine spring/winter inspections lasted for 2 weeks, from 9-5 and someone only showed up once in my two year stay. If you wanted something done, you had to do it yourself even though as part of your monthly rent you should be able to count on maintenance. And when you do have an emergency they are impossible to get ahold because the number we have in our WoF packet is wrong (it's probably been updated, at least I hope). I know there is only one maintenance guy, but you have what six buildings' Hire some more help. I don't even know where to begin with J e s s i Joshi the manager, when she's in the office (office hours are 9-5) she is always rude! She's also never there...taking two hour lunch breaks, and constantly closing early. I guess she averages about 4 hours in the office on a good day, and you can't get ahold of her any other way. And forget about getting in there on the weekends. When you do talk to her about requests she says "it'll be done next week." Next week comes, and nothing. I have no problem if it's going to take 3 months to complete something, that is life, and I'm sure you have tons of other requests that need to be done. But please be honest and upfront, and say that it is going to take 3 months, don't keep telling me it'll be next week, and when it doesn't get done you get frustrated at the tenant for asking. Just do your job. You get paid to do it, so do it well. Stop being so lazy. You are not better than your tenants, and you need to know that. Also stop having your new husband bully people on these reviews. It's despicable and horribly unethical. I can't believe a management company (Equimax) would have someone like you as the WoF face of their company. I was treated like this when I paid my rent on time (sometimes early) and was always nice when talking to J e s s i Joshi. She is not management material and needs to get the boot. Overall, you'll have a nightmare with the so called management. This is not a place you want to live and call home for too long. Get out while you can, I did. No Heat; Disappointed with Willows on France
Willows on France is super nice while you are signing your lease and making your payments. Then, forget it if you need anything once you are signed in and up. We have had some very cold days and nights and management says they won't turn the heat on until MN law requires them to do so without being fined/penalized?! Comeon---really, a few extra days of heat? You can't do that for your tenants? That is not good customer care or service. To top it off, the management isn't even nice about it which is disappointing.

With all the complaints, I am surprised that you are still there. Why don't you just move if it is so bad???
I lived at Willows on France for 3 of the greatest years of my life. While there Jessi was the manager and I had no problems with any maintenance issues or her not being around.
She was in the office whenever was posted. The only reason I moved out was because I got a job 45 minutes south of the twin cities and I have to live on property. Jessi is kind, caring, honest and has a HUGE heart. She truly cares about tenants and them being comfortable and happy.
